Mr. Renard Brooks is an experienced professional in the field of public safety and corrections. He recently joined the Maryland Department of Public Safety and Correctional Services (DPSCS) as the Assistant Secretary of Programs, Treatment, and Reentry. Prior to this, he held the position of Deputy Director for Programs and Services at the Baltimore County Department of Corrections, where he was responsible for various aspects of inmate programming and services.
Mr. Brooks also served as the Strategic Compliance Manager for the Department of Public Safety and Correctional Services Division of Pretrial Detention and Services in Baltimore City, working on corrective action plans related to the Duvall Consent Decree. He has also worked as the Re-Entry Program Coordinator for the Baltimore City Mayor's Office of Human Services, focusing on developing strategies and programs to reduce recidivism among offenders.
Earlier in his career, Mr. Brooks served as the Assistant Commissioner for the DPSCS Division of Pretrial Detention and Services, overseeing various programs including medical, mental health, substance abuse, food services, and re-entry and transitional services. He also served as the Executive Director of the Maryland Commission on Correctional Standards, where he audited adult confinement facilities across the state.
In addition to his government roles, Mr. Brooks has worked as the Deputy Director of the Criminal Justice Information Systems - Central Repository. He has also served as adjunct faculty at Coppin State University and Baltimore City Community College. Throughout his career, Mr. Brooks has accumulated over forty years of experience in state and local government.
Mr. Brooks holds a Bachelor of Science degree from Morgan State University and a Master's of Administrative Science degree from Johns Hopkins University. With his extensive background and expertise, he brings valuable knowledge and leadership to his current role as Assistant Secretary for Programs, Treatment, and Reentry at the Maryland Department of Public Safety and Correctional Services.
