Grace-Kelly Anoma, M.S., MBA, is a seasoned behavioral health leader with over a decade of experience spanning clinical operations, program development, policy implementation, and stakeholder engagement. She currently serves as the Director of the Assisted Outpatient Treatment (AOT) Program at the Maryland Department of Health’s Behavioral Health Administration, where she leads statewide efforts to establish clinical and operational standards for AOT programs. In this role, she works closely with county behavioral health authorities, local hospitals, service providers, and judicial entities to effectively implement court-involved outpatient treatment programs. Her leadership extends to securing federal funding, overseeing regulatory compliance, and developing data-driven strategies to track program outcomes and improve service delivery.
Throughout her career, Ms. Anoma has worked across multiple facets of the mental health care continuum, including forensic mental health, crisis intervention, community-based behavioral health, and substance use treatment. She has successfully led initiatives in care coordination, policy development, and stakeholder collaboration to enhance mental health services for diverse populations, including justice-involved individuals and those with severe mental illness. Her experience includes working with law enforcement agencies, correctional health systems, and legal stakeholders to create pathways for individuals in crisis to access appropriate care. A respected expert in her field, she frequently represents the Maryland Department of Health in high-level discussions and public forums, advocating for policies that improve behavioral health outcomes. With a passion for advancing mental health reform, Ms. Anoma continues to drive innovation in service delivery and systems transformation across Maryland. Ms. Anoma is also the oldest of 5 children, a mother of two girls, and recently received her Masters in Business Administration as a tool in her toolbelt in changing policy and program development in a field which is near and dear to her.
